Integrated Development Plan
The Municipal Integrated Development Plan (IDP) is the principal strategic planning instrument of Ndlambe Local Municipality in terms of Section 25 of the Municipal Systems Act (Act 32/2000). The IDP guides all municipal planning, budgeting and development interventions and must be reviewed annually to reflect evolving circumstances and institutional priorities.
The first Draft Integrated Development Plan (IDP) for 2026/2027 was made available for public comment during April 2026, to which the CRRA Committee submitted its response. With the exception of one recommendation, all submissions were incorporated into the revised IDP. The revised IDP was subsequently approved by the Ndlambe Council for release for public participation.
The CRRA Committee notes with appreciation that the IDP Manager successfully introduced the inclusion of core service delivery activities per ward in the Draft IDP for 2026/2027, along with the corresponding budget allocations for each project within the relevant financial year.
Further details are available in the IDP document. The extracts below relate specifically to Cannon Rocks and are drawn from the IDP 2026/2027 prepared for public participation.
- Core Service Delivery (IDP pg 92 to 117).
- It is strongly recommended that the following be included under Road Maintenance Projects on page 93. Notably, the road projects listed below, which formed part of the 2025/2026 IDP, are not currently reflected under Tier 1: Core Service Delivery.
- Potgieter Street (Refer to Cannon Rocks letter, Ref. 9/2023, dated 30 March 2023, which was attached to the original application.
- Patricia Street (Refer to same letter).
- Nancy Street (Refer to same letter).
- Futter Street (Refer to same letter).
- Cannon Rocks Road Maintenance Projects.
- Slurry Sealing.
- Pothole Patching.
- Re-Gravelling.
- Cannon Rocks Storm water Infrastructure.
- Storm water Drains. Although the cleaning of storm water channels and the removal of grass on paved roads are included, the damaged outlet pipe discharging to the sea, associated with the only underground storm water pipeline along Alice Road in Cannon Rocks, is not addressed. This shortfall to be included.
- Cannon Rocks Water Maintenance Projects.
- Water Abstraction. Maintenance of Cannon Rocks Boreholes.
- Water Pump Stations. The Booster Pump Station in the Equistock extension in Cannon Rocks is not addressed. This shortfall to be included.
- Water Treatment Works. Maintenance of Cannon Rocks Reverse Osmosis Water Treatment Works.
- Water Reservoir. Maintenance of Canon Rocks Reservoir.
- Water Reticulation. Maintenance of Cannon Rocks and Boknes Water Reticulation Network.
- Cannon Rocks Electrical Maintenance Projects.
- Maintenance. Maintenance of Street lights.

Hire costs are based on a price list that is updated each January for the year ahead. The committee strives to keep these costs as affordable as possible.
