- Ndlambe Coastal MMP. Nothing to
- Ndlambe Ratepayers Association (NRF). Nothing to
- Portfolio Holder Security. Committee members are requested to seek a potential Portfolio Holder for Security.
- Projects. The Secretary has met with service providers and plans for the hall renovations, covering upgrades to the bathrooms, kitchen and braai area are now underway. Samples have been received and the first set of quotations has been submitted and additional quotations are being sourced.
- Decision. Once The Secretary has finished meeting with all relevant service providers and received further quotations, a subcommittee meeting will be held with the Chairperson, Vice Chairperson, Secretary and Communications Portfolio Holder to review the options and finalise the way forward.
PORTFOLIOS
- Maintenance and Infrastructure.
- Verge Maintenance Responsibility. Initial feedback indicates that the Municipality is responsible for the upkeep of However, final confirmation is required to establish the extent of municipal responsibility. Reference to the applicable municipal by-law is necessary to provide clarity and avoid future disputes.
- Decision. The Chairperson will obtain official confirmation of the relevant municipal by-law to clarify the Municipality’s responsibility for verge
- Meeting on Water Supply and Infrastructure.
- A joint forum was established in mid-2024 between the Deputy Director of Infrastructural Development (West), P&S Consultancy, and both the Cannon Rocks and Boknes Ratepayers Associations. The Boknes and Cannon Rocks Water Reticulation System Forum aims to address ongoing water-related issues in both communities and meets quarterly.
- Among the matters under discussion are the impact of water extraction by water trucks and the possible relocation of the current water delivery point.
- Decision. For
- Speed Hump Adjustment, Potgieter Street. Concerns have been raised regarding the height of the speed hump on Potgieter Street, particularly near Erf 291 (No. 31 Potgieter Street). It has been noted that the current height may be insufficient to effectively reduce vehicle speed. A review of the speed humps height will be conducted to determine whether an adjustment is necessary to enhance traffic calming
- Decision. The Portfolio Holder for Maintenance and Infrastructure will oversee the assessment and coordinate any necessary adjustments in conjunction with the Ndlambe Municipality, to ensure the speed hump meets the required
- Defective Street Lights.
- The ongoing issue with defective streetlights is due to delays in obtaining daylight switches from Ndlambe Municipality. As of late 2024, the necessary parts had still not been received. On Friday, 30 January 2025, the Chairperson engaged with the relevant municipal official, who confirmed that an update would be provided once the daylight switches arrived. The Chairperson has continued to follow up with the Municipality to ensure progress.
- Despite repeated enquiries, the procurement and installation of the daylight switches, which affect streetlight functionality, remain pending.
- Decision. The Chairperson and the Portfolio Holder for Maintenance and Infrastructure will continue to engage with the Municipality to expedite the process and secure a resolution.
- Community Hall.
- Lease Agreement. The Lease agreement has been officially approved after two years of ongoing follow-ups by the This long-standing matter

- Roof Sealant Application. The Portfolio Holder for Maintenance and Infrastructure has applied a sealant to the roof of the braai area in an effort to prevent further leaks. - Donation of Gas Braai. The Mouton family gave a generous donation of a used gas braai to the CRRA. This offer was unanimously accepted by all committee members via A local resident volunteered to transport the gas braai from the donors’ premises to the Community Hall at no cost. A letter of appreciation to be sent to the donors.
- Decision. For
- Tarrif List. The approved tariff list remains in Under Point four (4) of the Tariff List, the agreement covers the various Pool Clubs and the Pilates Club. Each of these associations operates under slightly different arrangements and the current payment structure and layout is approved. The contract will run for a period of one year, from 1st December to 30th November annually.

- Fire Fighting and Precaution.
- Updated Fire Precaution Notice. The previously discussed laminated printout will no longer be produced. Instead, the Updated Fire Precaution Notice has been streamlined to be clear, concise and to the point, providing essential contact details and relevant safety information.
- This notice will be included in the “Welcome Pack” distributed by the Secretary to all new CRRA members. The Portfolio Holder emphasised the importance of ensuring that Airbnb and holiday rental guests receive this Property owners are encouraged to share the notice with their clients regularly.

- Fire Brigade Response.
- A fire-related incident was reported in the village, and thanks to swift action, the situation was quickly brought under control. The issue involved a gas geyser at a house, with both Mr. Philip du Plessis and the Municipal fire brigade responding promptly to manage it.
- This incident underscores the vital need for fire extinguishers in all homes. Homeowners should ensure a fire extinguisher is readily available at their residence as a crucial safety The minimum recommended size for a fire extinguisher in a private home is a 4.5kg DCP (Dry Chemical Powder) extinguisher.

- Traffic Signage. Discussions were held with the stakeholder at Ndlambe Municipality regarding the allocated tender for traffic signage. However, the appointed tender applicant has failed to deliver and the signage remains outstanding.
- Decision. The Chairperson will continue to follow up to ensure the necessary signage is supplied.

- Access to Beach: Sea Road. Following a letter to Ndlambe Municipality regarding Mrs Watkins’ request to install a timber walkway over the dune at Sea Road, the Environmental Specialist contracted by the municipality has outlined legislative restrictions that may apply to the project. A formal motivation highlighting the need for the timber walkway has been submitted to Ndlambe Municipality for consideration. Further updates will be provided as the matter progresses.

- Recycling Update.
- Recycling collection is no longer taking place. Residents are advised not to leave recyclables at the Community Hall.
- Additionally, residents are reminded not to leave rubbish in black bags on the pavement. Instead, a wheelie bin should be used for waste disposal. If collection does not fall on a Monday, residents are encouraged to make alternative

- Snares and Protection of Fauna and Flora. There has been a notable increase in the number of snares found in the area, posing a serious threat to local wildlife and

biodiversity. These snares are predominantly being set on building sites, where workers are using them to trap animals for food. This practice is not only harmful to wildlife but also raises ethical and legal concerns regarding conservation in the area.
- The Secretary will add a notice in the newsletter, urging contractors to discuss this issue with their staff, raising awareness about the environmental impact and legal implications of setting snares.
- Decision. The Chairperson will engage with SANParks, requesting their assistance in Cannon Rocks to address this issue, as was done previously. A follow-up will be conducted to ensure appropriate measures are taken to identify and remove snares.
- Advertising. Portfolio Holder absent
- Boknes and Cannon Rocks Adverting Board. The Advertising Board for Boknes and Cannon Rocks continues to be popular, with several spaces already filled and paid However, there are still two unpaid spots and three available spaces remain. The Portfolio Holder is following up on the unpaid spots to ensure payment is received.
- Decision. Committee members are encouraged to help promote the remaining spaces to fill them as soon as possible.

- Statement of Account. The bank balance as at the end of March 2025 was noted with

ITEMS FOR DISCUSSION
- Application Vendor License. An email dated 4th March 2025 was received from the Senior Environmental Health Practitioner requesting comments on the application by Icy Treats and GingaNuts for a Vendor License to operate in Cannon
- Decision. The CRRA will not object to an application for a Vendor License to operate in Cannon Rocks.
- Letter of Appreciation. It was noted that visitors to Cannon Rocks have observed a significant improvement in the cleanliness of the A recent communication from regular campers at the Cannon Rocks Caravan Park highlighted their appreciation for the initiative of placing waste collection bags at beach entrances. They remarked on the noticeable difference this has made and expressed their gratitude for the well-maintained and clean beach environment.
- Relaxation of Building An application for departure to relax the lateral building line on Erf 368, Cannon Rocks, was received from Ndlambe Municipality.
- Decision. The CRRA will not object to the application for departure to relax the lateral building line on Erf 368, Cannon Rocks,
- Advertising Boards.
- It was noted that several service providers have recently placed their own advertising boards around the village. In principle, random advertising on municipal property is discouraged and service providers are reminded to utilise the designated advertising board to ensure compliance and maintain the village’s
- Builders and service providers are welcome to advertise in Cannon Rocks; however, all advertising must comply with the Ndlambe Municipality Outdoor Advertising and Signage By-Law. To maintain a controlled and visually appropriate approach, the CRRA, in collaboration with the Boknesstrand Ratepayers Association, established a central advertising board in 2004/2005, which was officially approved by Ndlambe Municipality on 21 June This board replaced scattered signage on municipal land and remains the designated space for business advertisements.
- Decision. The Chairperson will draft a letter to the relevant service providers to inform them of the correct procedures for advertising in Cannon Rocks.
