APPROVAL OF MINUTES

  1. Approval of the minutes of the committee meeting of 7 October 2025 proposed by Mr. Paul Strutt and seconded by Ms. Adéle du Plessis. Minutes to be made available on the Website and distributed to members.

MATTERS ARISING NOT ADDRESSED UNDER PORTFOLIOS

  1. Ndlambe Coastal Maintenance Management Plan (MMP).
    • Fundraising and Sand Dune Clearance. The Chairperson reported that the Deputy Director Community Protection Services and the Municipal Environmental Consultant will arrange an on-site meeting at the eastern parking area in Cannon Rocks with potential service providers to discuss the scope of work required to move the sand from the parking area.  Once the availability of funds has been confirmed, the final Method Statement, in terms of the Municipal Maintenance Management Plan (MMP), will be submitted to the Department of Economic Development, Environmental Affairs and Tourism (DEDEAT) for approval.
      • Decision. The Chairman will monitor progress.
  1. Ndlambe Ratepayers Association (NRF). Nothing to report.
  2. Projects.
    • Community Hall. Except for the items listed below that still need to be coordinated, the upgrade of the Community Hall has been completed.
      • Roof (Mr. Quinton Fick).
        • Painting of the roof trusses and eaves is outstanding.
        • Replacement of the fascia board on the northern side of the hall that came loose.
        • Installation of a lock on the geyser and water pump storeroom door.
      • Pluming (Mr. Mike Davies). Replacement of taps, basin outlets and repair of the water inlet at the men’s urinal
      • Bathrooms (Mr. Quinton Fick). Installation of the toilet roll holders in both bathrooms is outstanding.
      • Timber Beam. The possible installation of a timber beam in the braai area is still under consideration.
      • Ceiling Fan (Mr. Justin Haynes). One ceiling fan makes a squeaking noise when switched on. Mr.. Fick was unable to resolve the issue. Mr Haynes will attend to the fan when next in Cannon Rocks.
    • Play Park. The upgrade of the Play Park has been completed and fully paid for.  It will be officially opened on 13 December 2025.
  3. Upgrading of Streets Project (Ndlambe West).
    • The second Project Steering Committee (PSC) meeting for the Upgrading of Streets (Ndlambe West) was held on 24 October 2025. Coalition Trading 1203cc has been appointed as the contractor for the upgrading of Van der Stel, Hertzog, Daniel Scheepers, Galjoen- and Buite Streets (Ndlambe West).
    • The Construction Manager, Mr. M.J. Zungu, presented a detailed report on progress in relation to the Project Plan. The storm water drainage issue has not yet been resolved.  Except for the storm water drainage, traffic signage, speed humps, and approximately 70% of the paving, the project in Daniel Scheepers Street has been completed.
    • The upgrading of Galjoen Street is scheduled to commence in mid-January 2026.
    • The next PSC meeting is scheduled for 21 November 2025.

PORTFOLIOS

  1. Maintenance and Infrastructure.
    • The next quarterly Infrastructure Maintenance Plan meeting for Cannon Rocks with the Deputy Director: Infrastructural Development is scheduled for 7 November 2025.
    • The Maintenance and Infrastructure Portfolio Holder presented a prototype fitting which includes an automatic air-pressure release valve. The prototype will be installed beneath the existing open-and-close valve of a fire hydrant for evaluation. This pressure-relief fitting can be manufactured at an estimated cost of R1,000.00 per unit.
    • The repair of Doreen Street is in progress under the supervision of the Maintenance and Infrastructure section.
    • The Chairperson expressed appreciation for the initiative taken by the Portfolio Holder to curb the wastage of potable water during the bleeding of the water supply system.
      • Decision. For information.
    • Water Reticulation. During the past months, Boknesstrand and Cannon Rocks have experienced serious water-related problems due to various causes.  These issues have given rise to a wide range of speculations, opinions, and accusations, many of which do not always accurately reflect the true situation and may be based on hearsay.  The Boknesstrand and Cannon Rocks Ratepayers Associations have therefore decided to compile a joint feedback report to residents, explaining the situation/circumstances and outlining possible remedial actions.
    • Street Lights. The defective street lights that were reported were repaired during the period 28 October to 5 November 2025.
    • New Street Lights. Following letters dated 18 May 2023 and 4 February 2025, respectively, requesting the installation of two new street lights, a meeting was held on 9 October 2025 with representatives from Eskom, Ndlambe Municipality, and the CRRA Committee to discuss the application.  The representatives conducted an on-site inspection at the two requested locations at 215 Alice Road (Erf 12) and 13/15 Stinkhout Street (Erf 678/679).  The Eskom representative will provide a written response to the Ndlambe Municipality regarding the outcome of the application for the new street lights.
      • Decision. For Information.
  1. Community Hall. See paragraph 11.1 above.
  2. Fire Fighting and Precaution. Arrangements are to be made with a suitable service provider for the annual servicing of fire extinguishers at the Cannon Rocks Community Hall.
    • Decision. The Portfolio Holder Security, Policing and Safety is to arrange with G One Fire (Port Elizabeth), or a suitable alternative service provider, to service domestic fire extinguishers at Cannon Rocks prior to the upcoming festive season.
  3. Communication and Community Support. Committee members were reminded of the following.
    • Diary. Forward events and the date to the Portfolio Holder Communication and Community Support to be included in the December/January Calendar.
    • Facebook. The possibility to open a CRRA Facebook Page to post selected events and occurrences was tabled for discussion.
    • Entrance to Cannon Rocks. A Whale Tail sculpture was unveiled at the entrance to Cannon Rocks on Friday, 17 October 2025.  The Whale Tail installation was part of a special ceremony honouring the donors who made this project possible.  Appreciation to everyone who contributed to this stunning new landmark.
    • Night to Remember. A Bring and Share in conjunction with the Cannon Rocks Social Club, will be arranged on either 14 or 15 November 2025 at the parking area next to the cannons.  A local entertainer will provide music during the event.  Further information will be provided soon
    • Christmas Decorations. Christmas decoration will be installed during the last week in November.
    • Decision.
      • All events to be included in the December/January Calendar must reach the Portfolio Holder: Communication and Community Support by 20 November 2025.
      • The initiation of a CRRA Facebook Page was approved. The Portfolio Holder: Communication and Community Support will serve as the Page Administrator.  Strict control over postings and adherence to security protocols will be maintained.
      • An amount of up to 00 is approved for the purchase of braai wood for the Bring and Braai event.
  1. Security and Safety.
    • National Vehicle Intelligence Cloud (NAVIC) System. Following discussions, it was resolved that the CRRA will continue its financial support, at the existing rate, for the use and maintenance of the National Vehicle Intelligence Cloud (NAVIC) System for the period ending December 2026.
  2. Ward 1 Liaison. No Ward 1 Meeting.
  3. Local Government and Development. Nothing to report.
  4. Environment.
    • Overgrowth Trimming. Under the supervision of the Portfolio Holder Environment, committee members and local residents worked together to trim the natural overgrowth in front of the benches at Nautilus Beach, which had been obstructing the view of the beach and sea.  This joint community effort has been warmly received, prompting much appreciation from residents and visitors alike.
    • Cannon Rocks at Work. A follow-up cleaning and trimming of the natural overgrowth at Nautilus Beach and the cannons is scheduled for 15 November 2025, from 08:00 to 09:00.  Committee members and local residents are invited to join in for one hour to trim the natural vegetation obstructing the view of the beach and sea.
    • Nature Conservation. A joint presentation and demonstration by the CRRA, local residents and SANParks is scheduled for 23 December 2025, from 10:00 to 12:00 at the Community Hall.  Presentations will cover the handling of snares, wild animal conservation, and the use of dogs in nature conservation activities.
    • Refuse Removal Truck. The refuse removal truck allocated to Cannon Rocks and Boknes is still non-operational, awaiting parts for repair.
    • Sea Road Access. Stand over until next meeting.

  1. Advertising. One vacant advertising space available.

FINANCES

  1. Statement of Account. The bank balance as at the end of October 2025 was noted with approval.
  2. Expenditure. The following expenses were approved.
    • 00 – Purchase of Towel Rail.
