APPROVAL OF MINUTES
- Approval of the minutes of the committee meeting of 7 Apil 2026 proposed by Ms. Adéle du Plessis and seconded by Mr. Braam Gouws. Minutes to be made available on the Website and distributed to members.
MATTERS ARISING NOT ADDRESSED UNDER PORTFOLIOS
- Ndlambe Coastal Maintenance Management Plan (MMP).
- A meeting of the Environmental Management Committee (EMC), which oversees the execution and progress of the Ndlambe Coastal Maintenance Management Plan (MMP), was held on 23 April 2026.
- Following discussions, it was reconfirmed that agenda items and discussions at the EMC will be limited to matters related the Sand and Infrastructure Maintenance Management Plan (MMP) for Coastal Areas within Ndlambe Municipality as approved by the Department of Economic Development, Environmental Affairs and Tourism (DEDEAT). The Municipal Consultant also indicated that there are established processes for submitting applications to DEDEAT for the inclusion of new items or amendments to the MMP. He further noted that the MMP is approved for a period of five years; thereafter, the authority for continuation automatically rolls over for an additional five-year period.
- The Cannon Rocks Ratepayers Association representative noted that, among other comments relating to Cannon Rocks, enquiries were raised regarding the inclusion of funding for the implementation of the MMP in the draft IDP (2026/2027), as well as in the corresponding financial plan for the same period.

- Ndlambe Ratepayers Association (NRF). Nothing to report.
- Upgrading of Street Project.
- A Project Steering Committee meeting for the upgrade of Daniel Scheepers (Boknesstrand) and Galjoen Streets (Cannon Rocks) was scheduled by the Ndlambe Municipality for 23 April 2026. Representatives from Boknesstrand and Cannon Rocks were present at the scheduled meeting. The Municipal Project Manager, Mrs V. Tshanganga, arrived approximately twenty-five minutes after the designated start time. However, no representatives from Ndlambe Municipality or the appointed contractor were in attendance, nor was any prior notification, apology, or explanation provided for their absence. After waiting for approximately one hour without any communication or further attendance, the community representatives were compelled to leave the venue.
- Subsequently, a letter of discontent was forwarded to the Municipal Manager and the Director of Infrastructure Development. The letter expressed concern that such conduct demonstrates a disregard for public participation processes and constitutes a lack of respect towards community representatives who voluntarily dedicate their time to engage in municipal project governance structures

PORTFOLIOS
- Maintenance and Infrastructure.
- The Chairman and the Deputy Director: Infrastructure Development met on 10 April 2026 to discuss the Cannon Rocks Infrastructure Maintenance Plan.

- Fire Fighting and Precaution. The Portfolio Holder reported that both he and the Ndlambe Fire Chief visited the site at Boknes where the emergency fire fighting water trailer and the associated firefighting and preventative equipment are stored. He also mentioned that the Ndlambe Fire Chief will be requested to provide additional fire hoses to extend reach and cover houses/ervens in areas of Cannon Rocks where fire hydrants are located far apart. The suitability of the emergency fire fighting water trailer will also be investigated.

- Security and Safety.
- National Vehicle Intelligence Cloud (NAVIC) system. (Minutes 5 November 2025 par 16.1). Stand over until October 2026.

- Ward 1 Liaison. The Councillor for Ward 1 has, to date, not responded to the CRRA’s letter of 9 April 2026, wherein Mr. Braam Gouws was nominated as the representative for Cannon Rocks at Ward 1 meetings.
- Decision. The Chairman will follow up on the progress regarding the nomination for the Ward 1 meetings.
- Local Government and Development.
- The Chairman reported that the IDP Manager successfully introduced the inclusion of Core Service Delivery activities per ward in the Draft Integrated Development Plan (IDP) for 2026/2027, together with the corresponding budget allocations for each project in the relevant financial year. More information is available in the IDP. The extracts below relate specifically to Cannon Rocks and are drawn from the IDP 2026/2027.
- Core Service Delivery (IDP pg 92 to 117).
- It is strongly recommended that the following be included under Road Maintenance Projects on page 93. Notably, the road projects listed below, which formed part of the 2025/2026 IDP, are not currently reflected under Tier 1: Core Service Delivery.
- Potgieter Street (Refer to Cannon Rocks letter, Ref. 9/2023, dated 30 March 2023, which was attached to the original application.
- Patricia Street (Refer to same letter).
- Nancy Street (Refer to same letter).
- Futter Street (Refer to same letter).
- Cannon Rocks Road Maintenance Projects.
- Slurry Sealing.
- Pothole Patching.
- Re-Gravelling.
- Cannon Rocks Stormwater Infrastructure.
- Stormwater Drains. Although the cleaning of stormwater channels and the removal of grass on paved roads are included, the damaged outlet pipe, one of the two discharging into the sea and linked to the only underground stormwater pipeline along Alice Road in Cannon Rocks, has not been addressed. This shortfall to be included.
- Cannon Rocks Water Maintenance Projects.
- Water Abstraction. Maintenance of Cannon Rocks Boreholes.
- Water Pump Stations. The Booster Pump Station in the Equistock extension in Cannon Rocks is not addressed. This shortfall to be included.
- Water Treatment Works. Maintenance of Cannon Rocks Reverse Osmosis Water Treatment Works.
- Water Reservoir. Maintenance of Canon Rocks Reservoir.
- Water Reticulation. Maintenance of Cannon Rocks and Boknes Water Reticulation Network.
- Cannon Rocks Electrical Maintenance Projects.
- Maintenance. Maintenance of Street lights.
- Environment. Nothing to report.
- Advertising. Unfortunately the agenda point regarding the responsibility for replacement of backplates for the advertising board when damaged, rustes or lost was not dicussed. This point stand over undtil the next meeting.

- Following deliberation, it was unanimously resolved that the following individuals be co-opted to the respective portfolios:

- Application erf 11 CR. The owner of 86 Potgieter Street, Erf 11, Cannon Rocks, submitted an application for the removal of restrictive title deed conditions, as well as a departure to relax the applicable street and lateral building lines.
- Decision. Following discussion, it was resolved that the following recommendation be forwarded.
- The street address reflected throughout the application refers to Erf 11 and the physical address as 11 Potgieter Road. The latter should be amended to read 86 Potgieter Road.
- Removal of Restive Title Deed Condition D.7.(i) and (ii) (Title Deed T1294/2022).
- To permit a departure from the eastern building line from 1.5m to 0.8m for allowing the existing and proposed extension of the existing dwelling along the eastern boundary. Comment by the owner of Erf 13 is supported – Recommended.
- To permit a departure from the street building line from 1m to 0.m for screening walls – Recommended
- Removal of Restrictive Title Deed Condition E (Title Deed T1294/2022) – Recommended.
- Outstanding Membership Fees 2026. Many of the outstanding membership payments have been paid since the last survey. The remaining outstanding payments were allocated to committee members who are prepared to follow up and will report back at the next meeting. List attached as page 6 to this document.
