APPROVAL OF MINUTES

  1. Approval of the minutes of the committee meeting of 4 May 2023 proposed by Ms. Michelle Hayes and seconded by Mr. Phillip du Plessis. Minutes to be made available on the Website.

MATTERS ARISING NOT ADDRESSED UNDER PORTFOLIOS

  1. Illegal Squatting. The illegal squatters at the garden refuse transfer site at Boknes did not adhere to the Eviction Order granted by the Honorable Judge Bloem at The High Court Makhanda on 25 March 2023 to vacate the property on or before 31st May 2023.  Therefore, the order by the High Court namely “failing which, the Sheriff for the area within which the property is situated be authorized to evict the illegal occupiers” will come into effect.
  2. Ndalambe Coastal Maintenance Management Plan.
    • An Environmental Monitor Control Committee meeting was held on 19 May 2023 to discuss progress on activities of the Ndlambe Coastal Maintenance Management Plan (MMP). Except for the sand removal project at Kleinemonde and the rehabilitation of the roadway to the West Beach in Port Alfred that have been completed,  no applications for outstanding projects were submitted to Department Economic Development, Environmental Affairs and Tourism (DEDEAT) yet.
    • The project at dry bones, Kenton on Sea, was stalled due to consensus not being achieved between KSDNA specialists and Estuary Care specialists. The latter is also challenging the legality of the approved EA, who will address this matter directly to DEDEAT.
    • Outstanding projects in terms of the MMP will be prioritized.
    • It is not foreseen that any new Method Statement applications will be presented to DEDEAT before November 2023.
  3. Feedback from the Ndlambe Ratepayers Forum. During a meeting between the Nlambe Ratepayers Association (NRF),  the Ndlambe Financial Director and various staff members on 5 May 2023, all the enquiries/proposals made by the NRF regarding the draft municipal budget, were discussed and mutually agreed upon.
  4. Cannon Rocks/Boknes Combined Meeting. Due to absence of Mr. Barry Fourie, discussions will stand over.

PORTFOLIOS

  1. Maintenance and Infrastructure.
    • Infrastructure Maintenance Plan. The portfolio holder monitors the progress made in accordance with the Infrastructure Maintenance Plan.
      • Repair of Potholes in Galjoen Street is planned for first/second week in June. A number of drums of bitumen slurry were received for repairs in Cannon Rocks.
      • The municipal grader is still in for maintenance and repair.
      • The main water supply booster pump at the corner of Melkhout and Geelhout Streets (new extension) has been removed for repairs.
    • Play Park. Nothing to report.
    • Community Hall Building. A used generator that needs some attention was donated to CRRA.  Should it be cost effective to be repaired, it will be used at the Community Hall.
      • Decision. The chairman to forward a letter of appreciation to the donor.
    • Traffic Signage. It was reported that the Traffic Department is busy with the replacement of trafffic signage in Boesmans River.  On completion, the traffic signage at Cannon Rocks will be attended to.
      • Decision. Philip du Plessis to determine what traffic signage was collected by the municipal supervisor.  He must also determine the quantity of brackets required to attach the traffic signage to new timber poles.
    • Maintenance Eskom. During a meeting between the chairman and Eskom officials from Makhanda and Alexandria respectively, on 17 May 2023, the following was discussed.
      • Eskom Kiosks. Exposed electrical cables at various Eskom kiosks in Cannon Rocks that are damaged and therefore become a safety risk to pedestrians.  A work order will be opened to do a survey as well as remedial action, throughout Cannon Rocks.
      • Maintenance of Wayleave Areas. Eskom overhead cable structures within the boundary of Addo National Park at the north/west end of Cannon Rocks are overgrown by bushes which poses a safety risk.  Eskom is responsible, amongst other, for security maintenance of areas were Eskom structures are built on property which is not owned by Eskom, normally referred to as “wayleave” areas.  A work order will be opened to clear Eskom wayleave areas along the north/west border of Cannon Rocks.
      • New Services. Following requests for new street lights in Cannon Rocks, CRRA was advised that the Ndlambe Municipal to be approached regarding the request for new street light(s)
  1. Fire Fighting and Precaution. Nothing to report
  2. Communication and Community Support. Nothing to report
  3. Security and Safety. Nothing to report
  4. Ward 1 Liaison. A Ward 1 meeting was held on 18 May 2023.  The Procurement Processes was briefly discussed.
  5. Local Government and Development. The following inputs to the draft Municipal Integrated Development Plan (IDP) by Cannon Rocks Association were included in the final IDP which was tabled for discussion and approval at the Municipal Council Meeting on 31 May 2023.

Capital.

  • Tarring of Potgieter Street in Cannon Rocks.
  • Paving of Nancy, Patricia, Futter and Gavin Streets in Cannon Rocks.

Operational.

  • Erection of three additional speed humps in Potgieter street Cannon Rocks.
  • Stabilise, raise and repair gravel streets, as identified, in Cannon Rocks.
  • Repair tarred surface, including a layer of slurry in Galjoen and Beach Streets.
  • Repair pressure switch and booster pump that supplies potable water to properties in the new extension, situated on higher elevation areas in Cannon Rocks.
  • Water truck operators not briefed by municipal officials of procedures applicable when taking potable water at the water distribution point in Galjoen Street, Cannon Rocks.
  • Re-commissioning of the previous (smaller) reservoir in use prior to the erection of the new reservoir at Cannon Rocks.
  • Follow-up to investigate the proposal namely, “apply for a dedicated supply for CAN29 or micro grid solution” made by Eskom in response for application for exclusion of reverse osmosis plant at Cannon Rocks from load shedding.
  • Medium to Long Term Maintenance contract of the Reverse Osmosis Plant at Cannon Rocks to be finalised.
  • Preventative maintenance (regular inspection/and maintenance) is not carried out on municipal vehicles, tractors or equipment.
  1. Environment.
    • Awareness Notice Board. Refer to paragraph 19.1 of the Committee Meeting Minutes of 4 May 2023.  The portfolio holder to present a draft notice board via Whatsapp to committee members by 20 June 2023.
  2. Advertising. Six advert spots remain unpaid. Portfolio holder to finalise these.

FINANCES

  1. Statement of Account. The bank balance as at the end of May 2023 was noted with approval.
  2. Expenditure. No expenditure was approved.

  1. Application by Social Club. A letter by the Cannon Rocks Social Club, requesting CRRA for the co-use of CRRA’s banking facilities.
    • The request by the Social Club for the co-use of CRRA banking facilities was approved.
    • The Chairman and the Treasurer to compile a draft agreement between CRRA and the Social Club.
