Local Government and Development. Following the publication of the Integrated Development Plan (IDP), Budget, and Service Delivery and Budget Implementation Plan (SDBIP) 2026/2027, public comments on the Draft IDP/Budget/SDBIP 2026/2027 were published and distributed for public input. The responses/comments received from the public were summarised under:
- Summary of Key Issues Raised.
- Technical and Governance Submissions.
- Questions and Requests for Clarification.
- Interpretation of Public Sentiment (analytical view).
- Feedback in Paragraphs 20.1 to 20.4 are characterized by the following:
- Prolonged water supply interruptions, deteriorating road and stormwater infrastructure, maintenance backlogs and lack of visible improvement.
- The public participation process reflects strong community engagement, with a wide range of submissions related to i.e service delivery concerns and questioning alignment between planning and implementation.
- Lack of detailed infrastructure maintenance planning.
- Alignment between the Tier Framework and budget allocations.
- There is general support for the strategic direction, but concern regarding implementation, accountability, and delivery.”
- Public concern is not primarily about the content of the plans, but rather about confidence in the Municipality’s ability to implement them effectively.
- Overall, respondents are seeking: clarity, credibility, and confidence in the Municipality’s plans and actions.
